World leaders open Rio environment summit

Leaders from around the globe gathered Wednesday to open three days of talks at the United Nations conference on sustainable development, where a sober, unambitious mood prevailed as negotiators produced what critics called a watered-down document that makes few advances on protecting the environment.

Negotiators worked for months to hammer out a document that many hoped would lay out clear goals on how nations could promote sustainable development — making economic advances without eating up the globe's resources.

The president of a United Nations conference has announced agreement on a program mapping out a new course by all countries to fight climate change over the coming decades.

The European Union and India brokered a deal to push ahead with a roadmap for a new climate treaty.

The 194-party conference agreed to start negotiations on a new accord that would put all countries under the same legal regime to enforce their commitments to control greenhouse gases. It would take effect by 2020 at the latest.
