People's responsibilities in US and Pakistan

The Pakistan- US relations are always shaky and nervous. US always wants of Pakistan to safeguard US' interests but never ever has tried to ask Pakistan what are Pakistan's interests. What governments do, has to do with the people of these two countries, and therefore people are responsible for the acts of their governments. Unless people in general in both countries realize what is good to foster harmony among each other, only then the governments would start accepting responsibilities to reach out and help each other, rather than the mightier hitting the weaker always.
