The soaring oil prices have finally compelled the General Motors (GM), the car manufacturing giant of USA, to announce manufacture of an All-Electirc city car by 2013. The car to be known as "Chevrolet Spark EV,"  will be a very low volume vehicle, which will be initially offered in California and Washington DC. It may be recalled that GM tested a version of the Spark EV earlier this year  in India called the Beat EV that was powered by a 20 kilowatt-hour battery pack, good for up to 80 miles between charges.
