W have long been hearing of Intelligence and Emotional Quotients - but people in Singapore now need to evaluate their DQ - the Digital Quotient as well. This they need to navigate a political landscape transformed by new media. The Singapore government gears itself up to engage citizens more meaningfully online. "Singaporeans should also be judicious and rational in how they consume online material," two MPs said on Monday.
