In a rare find and during a drive to unearth ghost employees, the local government council in Northern Nigeria found a month-old baby holding a diploma Wednesday. And not only this, the baby was also on the government's payroll. The find exposes the level of corruption that prevails in Africa's most populous country.
It may be added that in August the name of a five-month-old baby was found on the payroll of another local municipality, prompting the drive. Many of the government officials are said to have "enlisted" their wives and children to receive additional income.
